When the newly-formed Children’s Alliance Coalition (C.A.C.) comes to towns across the country, every family is audited to see whether they are capable of caring for their children (according to the C.A.C.'s mandate). If not, their children are taken and placed with an approved C.A.C. family, never to see their own families again upon pain of punishment or death.
13-year-old Joseph is one of the culled children. Torn from his widowed mother, he is placed into the home of the Coalition’s leader. Over the next six years, Joseph is groomed as an Enforcer and grows in rank. When he discovers that rebels are harboring children at a secret haven called The Talon, he must decide whether to risk his life and aid them or betray them to the C.A.C. and sentence the leaders to death, including his own mother who he yearns to see again.
